Were there any other countries besides Australia that allowed anyone who is not a passenger to visit the secure area of an airport in the post 9/11 era nationally, but before COVID-19. Non passengers from what I understand were allowed to in Australia, but still had to go through security and follow the same rules as passengers. I also know that was done at Pittsburgh Airport in the United States.

I think Tampa and Seattle allow non-passengers to the gate area. Seattle had a pilot program where one had to apply online the day before and there were limits to the number of visitors. After the pilot program ended, there was a gap of a few months and it was started again with easier sign up. Perhaps look at the Port of Seattle website, the owner and operator of the airport?
