Depends on how bad it’s broken I would mold some metal chicken wire to the back of the crack and then fill the crack in with body filler then full paint job.
Sometimes it’s easier check local junkyards and just swap

How do repair a 2006 chev trailblazer rear bumper cove that is cracked?
I watched a detail man at a BMW used car dealership repair some of the plastic valances and ground effects parts.

He used fiberglass 6oz cloth and epoxy. Polyester resin won't bond well to the vehicle, but the epoxy had no troubles at all.
  • Just be sure to rough up the area where the fiberglass will go with 180# or 220# wet/dry: course is always best here.....
Carefully match and if necessary, clamp the bumper back into it's original position and put the cloth and epoxy on the back side.

Once the epoxy kicks off, then use a minimal amount of Bondo or it's contemporaries to finish the outside crack lines.

Sand with 400>600>800>1200 then primer, resend again and finally repaint.

Modern paints need extra fine sanding because they have very little fill-capacity on their own and even 800wt paper will leave visible furrows in the final finish.
