It was that way in the early 1990's when I lived there!

For 6 months I commuted from the NW side of Indianapolis to Greenfield when we first lived there, and I-465 was undergoing construction on the outer loop. Evening commute was not nice!

You mean you did not try and go via Shadeland Ave to bypass the traffic?

My dad used to ask me if I ever went to the Indy 500. I told him no since I got to experience the Indy 465 twice a day!
